Oil Spill Prevention, Control and Countermeasures (SPCC)

Policy Statement

The Environmental Health Office (EHO) maintains the University’s Oil Spill Prevention, Control and Countermeasures (SPCC) Plan(s) in accordance with the US EPA’s Oil Pollution Prevention Regulation, 40 CFR Part 112.

All University owners of oil (petroleum, hydraulic, mineral, food, etc.) containing devices (transformers, hydraulic elevator reservoirs, etc.) and/or containers (tanks, drums, etc.) must ensure that the oil is stored and/or protected in a manner to prevent releases to contact soil or navigable water (including Onondaga County’s sewer system). Any oil container with a capacity of 55 gallons or greater must be provided with sufficient (110 percent) secondary containment.

Spills or releases of oil must be reported to EHO immediately and handled in accordance with the University oil spill response protocol. EHO will evaluate each spill to determine if governmental agency notification is necessary and oversee the clean up of the spill where warranted. It is the responsibility of the spiller and/or the spiller’s department or company to provide spill clean up supplies and perform clean up activities. Oil contaminated debris must be disposed of in accordance with applicable disposal regulations and the University used oil waste management requirements.
